Pardo de Tavera was a man of great learning and a versatile writer of his time. He wrote on many subjects, from medicine to palaeography, linguistics, numismatics, cartography, history, metrical romances, education, and social problems .
After his father died, in he went to live with his exiled uncle, Joaquin Pardo de Tavera Sr. in Paris. Here he particpated in discussions with many of Filipino illustrado such as Rizal, Luna Jaena and others.
Pardo de Tavera returned to Manila in In he established the Federal Party and in he was appointed to the First Philippine Commision.
His sister Paz, was married to Juan Luna. She was shot by Juan Luna along with her mother duirng a domestic argument.
